My comment in bold italic (I nicked this article from the Theosophical Pages, 
which are unavailable to non members)

HPB  in The Secret Doctrine introduces an expression, :Ring Pass-Not". She  
gives a very short and cryptic explanation. She has not used the  expression 
again in the book. Others have done no better. I reproduce  here a few of the 
samples:-

Astronomically, the "Ring PASS-NOT" that the Lipika trace around the  Triangle, 
the First One, the Cube, the Second One, and the Pentacle to  circumscribe these 
figures, is thus shown to contain the symbol of 31415  again, or the coefficient 
constantly used in mathematical tables (the  value of , pi), the geometrical 
figures standing here for numerical  figuresâ.. But the full Initiate knows that 
the ring "Pass-Not" is  neither a locality nor can it be measured by distance, 
but that it  exists in the absoluteness of infinity.

Dion Fortune: The Cosmic Doctrine- 

The secondary spin of the first circuit is the Ring- Pass-Not, and the  circuit 
of the second formation is that sphere which sets a bound to  Chaos. On the 
outer sphere there is a secondary derivation, and though a  spinning circle of 
motion, represents for that Cosmos, the prime  stillness, - the immobility in 
which it is rooted; - it is the  thrust-block of the force of the Cosmos, that 
which resists, which alone  enables momentum to be achieved and you may call it 
the Ring-Chaos the  prime evil. It is evolved from the reaction of the prime 
force in order  to take its thrust. It spins at right angles to the prime spin. 
It  counteracts it. It was the attraction of the Ring-Chaos inducing a  
secondary spin in the Ring-Cosmos which forms the Ring-Pass-Not.

A profoundly mystical and suggestive term signifying the circle or  bounds or 
frontiers within which is contained the consciousness of those  who are still 
under the sway of the delusion of separateness -- and  this applies whether the 
ring be large or small. It does not signify any  one especial occasion or 
condition, but is a general term applicable to  any state in which an entity, 
having reached a certain stage of  evolutionary growth of the unfolding of 
consciousness, finds itself  unable to pass into a still higher state because of 
some delusion under  which the consciousness is laboring, be that delusion 
mental or  spiritual. There is consciously a ring-pass-not for every globe of 
the  planetary chain, a ring-pass-not for the planetary chain itself, a  
ring-pass-not for the solar system, and so forth. It is the entities who  labor 
under the delusion who therefore actually create their own  rings-pass-not, for 
these are not actual entitative material frontiers,  but boundaries of 
consciousness. A ring-pass-not furthermore may perhaps  be said with great truth 
to be somewhat of the nature of a spiritual  laya-center or point of 
transmission between plane and plane of  consciousness. The rings-pass-not as 
above said, however, have to do  with phases or states of consciousness only. 
For instance, the  ring-pass-not for the beasts is self-consciousness, i.e., the 
beasts  have not yet been enabled to develop forth their consciousness to the  
point of self-consciousness or reflective consciousness except in minor  degree. 
A dog, for example, located in a room which it desires to leave,  will run to a 
door out of which it is accustomed to go and will sit  there whining for the 
door to be opened. Its consciousness recognizes  the point of egress, but it has 
not developed the self-conscious mental  activity to open the door. A general 
ring-pass-not for humanity is their  inability to self-consciously participate 
in spiritual  self-consciousness.

Alice Bailey: The Treatise on Cosmic Fire -

There exists in the Sun, in the planet, in man, and in the atom, a  central 
point of heat, or ((if I might use so limiting and inappropriate  a term) a 
central cavern of fire, or nucleus of heat, and this central  nucleus reaches 
the bounds of its sphere of influence, its ring-pass-not  by means of a 
threefold channel.

Ring-pass-not This is at the circumference of the manifested solar  system, and 
is the periphery of the influence of the sun, both  esoterically and 
exoterically understood. The limit of the field of  activity of the central life 
force. 


Manly P Hall: Secret Teaching of All Ages -

Masjter hasj promisjed Golem...yes  Golem, I did promise and indeed humans 
always want to go beyond and  forget they have to understand first where they 
are...they are in this  reality, it has no use to go to the moon or any other 
place before they  have cosmogenisized human life on Earth. For that Respect is 
the first  step to take, Patience the next, Diplomacy third...these are the 3  
Initiations* for a Human to found a base for the 8th fold Path, the  Buddha 
taught. However as you may have guessed beyond the 8th fold Path  Real Life 
starts and to experience Real Life, one has to become a Buddha  first and since 
one cannot become a Buddha, one has to understand a  Buddha becomes you, when 
you have started to live from the foundation I  described before. It doesn't 
have any use therefore to know about 'Rings  pass-not' if you have not put 
yourself beyond the 3rd Initiation...
HPB  was a 3rd degree Initiate and she mentioned this Ring pass-not briefly  to 
fit in her Secret Doctrine, however as she also noted in her Magnus  Opus, her 
Books were only for the few and indeed it has no use to know  anything beyond 
her books as long as people haven't been tested yet by  the Eyes of the Dweller 
on the Treshold...
* the Initiation system is according the 'White Brotherhood', HPB was a  member 
of as were her mentors Koot Hoomi and Morya...
