International Ballot

Currently, the presidential ballot includes the education of the candidate
and names of the nominators.
Obviously, these can have an effect on the voting by newer members who may
not know much about the candidates, especially considering the low retention
rate in some sections.
If would be interesting to find out when these were put into ballots,
reasons thereof and who were behind these additions.
Any historians have a clue?
