Yes, it is available, but do they actually have Internet access and can they afford it?

    Internet is now available to the masses in India and it is being used even
  by illiterate. I recently saw a woman in a village sending a video message
  to a relative since she could not read write or type. She was able to talk
  on camera which was sent as a video file to the recipient. Interesting
  application.
