Dear Bruce,
It is the duty of the General Council to see that undesirable changes are not made and to inform members about happenings. Out of around 40 GC members has anybody informed members about situations?
You can create any number of offices, but if they take pledge to follow ES Head, those offices are of not much use.
Perhaps best way is to abolish ES.
