Since anyone who follows the meditative path, such as described in The Voice of the Silence (as translated by HPB) can ultimately achieve samadhi and experience nirvana -- without contacting any Masters... Neither Arundale, Leadbeater or Besant can have any more credibility than any writer of science fiction when they claim, or appear to have contacted the Masters... Who, themselves, are nothing more than ordinary human beings who have practiced meditation (with proper guidance), experienced the secrets of creative nature, and learned how to correlate its forces using only their minds -- just as HPB did to a certain degree.
Apparently, both Leadbeater and Besant could have no more credibility  
in determining who had contacted the Masters than any lay person...   
And, judging by their wrong choices and false interpretation of the  
Secret Doctrine metaphysics -- I suspect that they were the "dark  
powers" (or their dupes) who tried to mislead the members of the TS,  
by violating the Masters (and HPB's) admonitions, and attempting to  
transform theosophy into an organized religion focussed on a  
returning messiah -- that at least Leadbeater hoped to control.
Actually, I believe the real agent of the dark power (Dugpas) was  
Leadbeater who preached the false doctrine, and that Besant was  
simply mesmerized by him into believing Krishnamurti was the true  
divine Messiah or returning Christos.
Obviously, all such false prophets are bound to make mistakes (and  
force others to) -- which eventually become exposed by their fruits.
As HPB pointed out, all it takes to recognize theosophical truth from  
falsehood, is a thorough understanding of the true nature of  
cosmogenesis and anthropogenesis based on fundamental principles --  
as completely described and formalized in the Book of Dzyan, and  
explained, using at least four (if not all seven hidden) primal keys,  
in the Secret Doctrine.
So far, no one has ever found any logical errors or flaws in the  
original teachings -- which presage and underlie every proven theory  
of relativity, quantum (and soon to be proven string and holographic  
paradigm) theories) of physics.  When that happens. all the pseudo  
theosophical metaphysical theories -- that came after Blavatsky's  
original disclosure in the SD -- will, like all false doctrines, fall  
into the dust of obscurity.

Being in contact with Master does not mean that person does not  
make blunders. Masters don't guide every action of disciples. They  
have much more important things to do than that.
I suspect that some dark powers might have involved in seeing World  
Teacher project fail. These dark powers try to mislead some  
individuals, so that good work gets spoiled.
