Neither the inner or outer decay was mentioned at the General Council meeting.

The word decay seems to have been used solely for effect, I haven't seen any 
specific statement that describes this decay, or where it is to be found.  

The GS in NZ seems to be the only authority on the subject, but to date he has
offered no solution to this elusive problem.

Membership statistics were also not mentioned, the meeting was rather 
unproductive due to the general feeling of militancy throughout.
