Yes, Leadbeater's comments are highly surprising. Bible is most read book in the world and is most influential book in the world for hundreds of years. And saying that much part of it is historically not true is quite surprising.
Not only that, I myself am highly impressed by Bible's capacity to change hearts of people. In fact I did not come across any other book that changes a person so effectively.
 I lived among people of many religions and spiritual traditions and when I compare effect of religious/spiritual teaching, I feel that Bible is most effective in changing inner nature of people. 
Also Bible is not just accepted by superstitious people. Very highly educated and intelligent people are followers of Christianity. 
All these factors make Bible a mysterious work and perhaps we will have to accept the claims of hardcore Christians that Bible is inspired by the Holy Spirit.
