The problem with that idea is that there is no reason for the smaller  
sections to go along with it as it would virtually disenfranchise them  altogether.

150  representatives proportionate to the membership of each country.
There is  one more advantage in expanding the General Council. Even if
some members  of the GC are trying to keep important things secrete, in
expanded council  there will be many more who will give out information
about happenings in  the GC meetings. It will make TS proceedings
transparent. Right now members  are few in number and they are not
giving out much information about GC  meetings. Greater number of
representatives will enable fast disemination  of information.
