That is true.  The Indian section should be barred from nominating  anyone as 
its size would overwhelm all the others.

I wonder how such big mistake is done in the constitution of TS.  In
India even lodges have more membership than entire sections  in
European countries. And still these General Secretaries in  Europe
enjoy equal power as Indian General Secretary. It is ridiculous.
