One big mistake in persent constitution of the TS

Rule 10 (c) of present constitution of the TS says
"Each member of the General Council who is a General Secretary shall
be entitled to nominate up to three different persons and shall
consult his Governing Body before making nominations."
Now, Indian Section has ten thousand members and Greek Section has 50
members. How can you give equal nomination rights to the General
Secretary of these two Sections ? Number of nominations which each
General Secretary can do must be in proportion to number of members in
his section.
