Presidential elections are just concluded. Radha Burnier is elected by
majority of members of the TS in the election by popular voting. Now
you might ask why this issue of change in voting powers of members has
come now. 
As Radha Burnier has been elected many times in popular voting, she
did not have reason to change the rules in order to get elected. It
was John Algeo who was defeated in popular voting by members. That
means it is John Algeo who is trying to remove voting powers of
members, so that they won't be able to defeat him again. 
This explains motives and people behind the proposed change in the rules.
