Every General Secretary has a chair in the council. In a such
delicate matter as to remove the rights of the members to vote for
International President,the least expected from the General Secretaries who are in favour of such a change, is that before voting for it, they consult the members of their sections.

their changes:

49. Changes in Rules and Regulations
The General Council, of their own motion or on the motion of the
Executive Committee and after at least three months' notice has been
given to each member of said Council, may, by a three-fourths vote of
those members who vote in person, in writing, or by proxy, make,
alter or repeal the Rules and Regulations of the Society, in such
manner as it may deem expedient.

So, according to TS Rules and Regulations members are excluded from
the discussion in regard to the Rules and Regulations changes. Maybe
this Rule should be changed too.
