Yes, athiest in terms of a personal anthropormorphic god. According to the Masters, God as a Spirit is a gigantic absurdity.

If you don't believe in God, how can you believe in the teaching of
Leadbeater, who believes in God ?
Do other students of Blavatsky interpret Blavatsky's writings as atheist ?
