The message is not in the form of a letter but rather the June 
edition of The Messenger, an article entitled "To Write or Not to 
Write" on pp. 2-3. It's rather long to type and I'd be violating 
copyright, but here are some excerpts:

If one would think honestly about it, there is a major misconception 
in the adamant claims about Radha's health. It is not questioned 
that she functions well some of the time. The issue is that she does 
not function well all of the time and that many reliable Theosophical 
leaders from all over the world have observed her lapses on multiple 
occasions. Certainly these reliable sources are not creating these 
observations fallaciously. It is time for Radha to retire with 
dignity and the accolades she deserves rather than trying to function 
in a too-difficult role and falling prey to behind-the-scenes 
maneuverings. We must be able to move forward.

para 10 starts:

I thought long and hard about my decision to wite my letter to 
members dated April 11. It was not an easy decision, but at the 
time, I felt deeply and still feel that it was right and in the best 
interests of our worldwide organization.
