I don't know whether the Masters have given their permission to publish most
of the Mahatma Letters in written form.
That the letters were NEVER be intended for publication is most unlikely
form the content of the letters itsself.
The formulation leads me on the contrary to the conclusion that they wrote
in such a style as if a later publication might be POSSIBLE.
That the letters were not published at Sinnett's time may have to do with
karma.
You should consult the explanation of Trevor Barker in his introduction of
the second edition.
At least two messengers of the Masters (Tingley and Purucker) confirmed that
the time for publication has come.
But as Tingley and Purucker have not presented written letters of Masters
you probably will not accept their statements.
Judge confirmed that the expulsion of Annie Besant out of the E.S. was done
of Master's order.
Also the protest letter of Joseph Fussell from 1906-08 to Annie Besant are
said to have been written on Master's order.

Where is their written permission? Moreover, Masters expressed some
discontent when Sinnett published some of the letters what led to
charges in plagiarism: as the letters were never intended for
publication, they weren't checked for correctness. The errors made by
chelas who copied the letters led to these charges.
If some medium claims that he contacted the Masters, it cannot be a
proof.
As far I know, there were no written communications since 1900 and
witnessed visits since 1907.
