Even in the US, all non profit tax exempt organizations such as churches,
charitable, educational, prevention of cruelty to animals are allowed to
pay reasonable compensation to employees who perform services. I suppose
this is what is allowed in all countries.
If there is a big operation and big budget, then there will be large number
of employees and a large amount paid as salary. If there is a small
operation and they do not have money, then you will find operation run by
volunteers.
So the salary is not the issue. How much one is paid may be an issue. Also
transparency helps because if employees are surprised to find one or two
persons are highly paid compared to the rest, then there will be morale
problem.
