I remember a phrase from it: "cabled results are not accepted".
But now the digital signature exists, so emailed results of elections 
can be accepted ? at least from those countries where it is legal. I 
remember USA passed the bill about it during presdiency of Clinton,

Yes. Wheaton produces radio programs on internet but it is not enough. 
It can be used as a sourse for broadcast to the air, in India, for 
example, but isn't very effecient by itself. Those who have good 
internet access already can download theosophical books from websites, 
while the aerial radio reaches thousands of poor people.

In 1920's theosophical radio in Australia was started, and then 
Theosophical Society was even a little ahead of its time, as it should 
be. Unfortunately it was stopped and I don't know reasons.

Lucis Trust in New York uses another strategy. They have an hour or so 
on a local radio station (on MW). It's a very good method, as such 
station already has its audience.
