I cannot know the numbers but these numbers shall depend on the degree 
of openness and availability of information in the Theosophical 
Society. If members have no channels except hierarchical vertical 
connection, this number shall be probably bigger.
But it doesn't determine any individual case. For example, I didn't 
receive any letters and I voted for John Algeo. But if I would receive 
any official letters persuading me to vote for him, I would probably 
vote against.
