Ramadoss, I have encrypted bi-lingual page of the Rules and 
Regulations, 1993 edition, on my site:

I think that there was additional slight changes of the Rules and 
Regulations in 1997 and 2002. 

I think that we should demand that the Rules and Regulations are put 
online by the TS administration.
