Yes. And Annie Besant and C. W. Leadbeater allowed it to be promoted without any hesiation what so ever.

Anand had two points, the first one about the secrecy and lack of
democracy and another one that it's because of Krishnamurti.
Even in case of an error in his second point, the first one remains
without refutation.
Yet I think that it was a bad thing to revive the cult of Krishnamurti
which once already proved to be so harmful for the Theosophical
Society. The problem is in personality cult: first he taught one
teaching, then another but invariably he attracted and drew around
himself that kind of people which accepted his words as a dogma.
