Yes, it is done in most countries of Eastern Europe and probably in 
France. In Asia at least some countries do that also.
In Ukraine they synchronize even Russian films in spite that the 
languages are very close and most Ukrainians speak fluently in 
Russian.

I think that besides Holland some Scandinavian countries are also 
using subtitles.
