I read it quite differently.  The emphasis is on the statement that Islam is a thousand times better than other religions, not that it is the number two religion in the world, rather that It is the second best of a bad lot.  HPB was opposed to all religions, as were the Masters, who stated that organized religions were the true evil in the world.
