How does a new ULT lodge 
get formed or created??

We are told that the ULT has no constitution,
no bylaws, no officers, etc.

So how does a new ULT lodge get formed or created??

I mean if Carl Ek or Gregory Tillett or I wake up
tomorrow morning and want to form a new ULT lodge in
our home town, based on what "we are told" 
about no constitution, no bylaws, no officers, etc.,
then I suppose that any of us could just do that ---
that is, form such a ULT lodge.  Right???

Could we just rent a building and put up a sign on
the building in big letters that reads "United Lodge 
of Theosophists" and start holding lectures, classes, etc.
on THE SECRET DOCTRINE, ISIS UNVEILED, etc?

In other words, we wouldn't need any "approval" from
any other ULT lodge or from any "officer" or wouldn't have
to follow any bylaws, etc. since there aren't any officers or bylaws, 
right?

Just thinking.............
