Why doesn't someone with deep pockets publish John Cooper's thesis?

In reference to Ramadoss' suggestion, why
doesn't someone with deep pockets get permission
from the Cooper family and publish John Cooper's thesis.
This would be a fitting tribute to John Cooper's last literary
project.
Plus one could actually see how Cooper handled various
controversial letters of HPB, etc.
