That's an excellent quote,  as it enlarges the "theosophical" concept of universal brotherhood to make it encompass the Buddhist idea of "peace to all beings", from the mineral and vegetable ones to the planetary spirits and the hosts that make celestial hierarchies.  

In that sense, perhaps the first object of the theosophical movement 
may be seen as the anthropic entrance hall to the perception of the "eternal assembly of all beings".

The "nucleous of universal brotherhood" might be seen, esoterically, as including beings in various realms.
