Precisely so.
The SPR had never any official accusations against HPB,so its 1986 self-criticism as to its own falsehood and faked accusations could only be un-official, or informal.
The second round of Coulombs/Soloviofs -- who now do not get bribes any longer -- systematically ignore the fact that the SPR withdrew (informally but effectivelly) its informal but effective charges.
As to the falsehood publicists, things changed a bit. Those 19 century guys were professionals: they got bribes and all.
These now seem to be rather amateurish.
