But this was in the late 19th century and Col. Olcott was a drinking buddy  
of the President.  One of the things that truly annoyed the British was the  
fact that the US consul in Colombo had worked under Col. Olcott during the  
Civil War.
 
The passports were quite genuine.  They were officially on a trade  mission.
