Maybe.
Yet Crosbie's way was not "political".
In the first decade of the 20th century, the smart thing to do was to have personal talks with the great beings, to proclaim being an Initiate, and to be clairvoyant. That gave you political success.
Robert Crosbie took the hard way of common sense and PLANTED.
