OK, but not "exactly." Let's leave some room for expansion and
constructive ideas. Poverty is a segment of society that cannot
meet its needs for food, shelter, some comforts considered minimal
for that society by some agreed upon consensus. This would include
a segment of society that is just making it with public assistance
since that is a drain on society which can increase the extent of
poverty.
I would be interested in your thoughts regarding the question raised
by Leon about a "Theosophical solution" to poverty.
