Chuck --  In terms of falsifying scientific data, Americans and 
Soviets are both  guilty.  Corruption arises among peoples of many 
political biases --  left, right, or center.  This does not make all 
Soviet science wrong  nor all American science wrong.  Both "Cold 
War" opponents have  earned the right to claim falsification of 
scientific data and human  rights abuses.  





It is important not to mix apples and oranges.  Human rights have  little to 
do with science except at the application level.  The problem  comes from lack 
of independent verification and that is what makes much of this  stuff 
suspect.
 
It is important to always be skeptical.
