Yes, the ones I have seen are basically xerox (or laser) copies of the
original books, in letter size (8 1/2 X 11) format and perfect bound. I
could borrow a library copy, go to a neighborhood Kinkos and do as well
for a lot less money.
In the google book search some pages in "The Theosophist" are omitted
and the notice is seen that it's copyrighted by Kessinger!
And, of course, his copyright claim is meaningless. Public domain
material cannot be copyrighted. If he were to reset the material in a
new typeface and a new format, he could copyright the new format and any
annotations he might add, but he cannot copyright the original content.
How do you think, is it possible to take any legal actions agaist
them?
It is possible, but very expensive. Lawyers charge some two to five
hundred dollars and hour, whether they are preparing for the case,
traveling or in court. Even a simple case that does not go to court
will cost no less than $10,000. The simple truth is that anyone who sued
Kessenger would have to do it as a matter of honor. They would not
retrieve the money they spent.
Best wishes,
Jerry

Personally, I don't purchase Kessinger reprints because, without
scrutinizing them page by page, against the original, I can never be

somebody else's reprint of a later edition etc.
