Not blame but responsibility

Hey,

I haven't felt like arguing about Katrina because I spent my college 
years in Louisiana and know just how poor it is. New Orleans was my 
favorite American city, with the best architecture and food, the 
greatest Southern city. And just don't want to see the state and 
local governments be scapegoated for failure to prevent and then 
deal with what everyone knows was a national and not a local 
emergency. Just reconnected with a friend I'd lost touch with ten 
years ago in north Louisiana, and earlier in the week was talking 
with another friend from Houston who has family in south Louisiana. 
This will take a very long time to sort out, and is indeed the 
defining moment of the Bush administration. Here's the best 
article (post, actually) I've seen thus far that explains a concept 
that has been forgotten in the Bush Jr. era-- RESPONSIBILITY.
