It appears that the blame can be shared in varying degrees
by all the major elected and appointed officials:
President of the USA
Governor of LA
Mayor of NO
Secretary of Homeland Security
Director of FEMA
etc. etc.
Will we learn from mistakes, etc. in preparing
and dealing with future disasters???
