I agree with you. My guess is that he had people telling him that everything
was under control and he made the mistake, in retrospect, of believing them.
When it became obvious that no one down there knew how to wipe their own
rears he took over.
I'm willing to give him some benefit of the doubt, not because I think he did
a particularly good job, but because I don't see any utility in the debate.
Arguing over who didn't do what when is not going to find homes for people.
