So Bart are you saying in effect:

FEMA should not be blamed for the SLOW response. 
It was the LA governor's refusal to allow them 
to do their job that was the cause of the slow response. 

Are these assertions really true??? And where is 
the documentation to verify them?

If true, the national media needs to let the American
public know.
