It's in various places. I had heard it from interviews on the radio, and finding exact documentation among all the stories being written is difficult.

The major problem is that New Orleans dropped the ball. The police did not take the evacuation order seriously. The National Guard equipment and hundreds of public buses which could have been used to evacuate people were just left lying around, and got destroyed in the flood. FEMA response was based on cooperation from local officials, and there just wasn't any.

Nope. In fact, he called her BEFORE the hurricane even hit,
and was
told to stay out. The government refused to give FEMA the
information
they desparately needed in order to effectively help out.
