Why did FEMA authorities did not phone me in Berlin?
I have seen it on German tv days before and I would have not hesitated to 
share selflessly my knowledge with them.
Also it can not be foreseen by the authorities where refugees will refugee 
to.
And if you do not tell them it, they will not know it.

That reminds me of the Talmud story of the three Jews who wanted to milk a 
cow -- on Sabbath day!
Jewish law forbids them to work on Sabbath day!
How solve this contradiction?
The Jews were clever and found a way:

The first Jew went into the stable, milked the cow and slopped it to the 
bottom.
He did not work and sticked to the Talmud, because only milking a cow is 
work, but to milk means to catch the milk into a bucket. If the milk slops 
on the bottom, then it is not regarded as milking a cow and therefore not as 
work. He is a good Jew and leaves the stable.

The second Jew went into the stable, finding a big puddle of milk on the 
bottom and collected the slopped milk with the nearby bucket, placing it in 
a corner.
He did not work and sticked to the Talmud, because only milking a cow is 
work, but to milk means to to touch the cow's odder. To Collect slopped milk 
from the ground is not milking a cow.
He is a good Jew and leaves the stable.

The third Jew went into the stable, finding a bucket full of milk in a 
corner. He takes it and goes out with it.
He did not work and sticked to the Talmud, because only milking a cow is 
work, but to milk means to fill a bucket under the cow's odder. But the 
bucket was found in a corner, far away from the cow. To find a bucket full 
of milk is not milking a cow.
He is a good Jew and joins the other two.

All three are good Jews. They were true to the Talmud and did not work on 
Sabbath!
All three Jews neglected to tell each other about it!
But finally they succeeded!

FEMA did not succeed. Perhaps they should study more Talmud?

Because, until they saw the reports on the news, nobody in FEMA even
knew that the Convention Center was a place where there were people.
Seems that, when the governor of Louisiana set it up, she neglected to
tell FEMA about it.
