Are Terror and Torture American culture?

German tv (ARD) just showed a video, where five members of US Military 
Intelligence (from Bataillon 302, Wiesbaden, Germany) replayed torture 
scenes from Abu Ghraib.
They used a backpack as prisoner, beating it, jumping on right, rigged up 
with a knife and said: "This is what happened there!"
German tv showed this video US Army officials. The boss (a Colonel or so) 
said:
"It's like wrestling or football, it's part of the culture!"

I conclude: When US soldiers attack innocent people, it's called culture, 
when German soldiers defended their people against Allied genocide, they 
call it Nazi barbarism.

What is the theosophical position to it? Is cant part of the American 
culture?
