No I meant that BEFORE making the Euro a common coin between the
countries members of the EU; the constitution should have been
submitted to approval. Only with the approval of every country
involved in the EU they would make the second step which was to
change the coin. But now in the way that things happened will
somehow affect the economy of every country in the EU.
