Just a quick guess, but it probably describes a person who is very cold
in his or her relationships with the opposite sex. Warmth is usually
equated with someone who is very romantic, whereas cold is reserved for
that person who is very "reserved" or distant from the fire of romance.
In other words, think distance from the fire or distance from the sun.
Earth is warmer than Pluto, and a romantic person is warmer than a
non-romantic person.
If you want to learn more about the origins of various words and
expressions in English, some of these books might be helpful:

Cliches We Use

Inventing English: The Imaginative Origins of Everyday Expressions

The first two links, "Dictionary of Word Origins" and "2107 Curious Word
Origins," will let you see pages inside the books without making a
purchase.
This also means that you might be able to use the Amazon/Alexa Toolbar here
http://download.alexa.com/?amzn_id=recommendations
to search inside the books at Amazon. I downloaded it just now (it works
with Internet Explorer 5.0 and newer) then put
"butter doesn't melt in", mouth
(including the quotes) into the toolbar and clicked search.
One of the results included this quote:
He's a brute but butter doesn't melt in his mouth. He exists within
the populace but with a sardonic detachment from it."
That certainly appears to match what I conjectured above, and the fact
that it comes from a page about spouse abuse and child abuse certainly
emphasizes the non-romanticness of the "cold".
Hope this was helpful.
By the way, I should add that some "Adware" detectors like Spybot Search
and Destroy and Lavasoft Adaware identify Alexa's toolbar as adware, but
it isn't. You can safely tell your adware programs to ignore the Alexa
program. The only information it sends to Alexa is anonymous information
about the pages you visit so that it can better identify which sites are
more popular than others, which brings up a favor ...
If you download Alexa's toolbar, and if you don't already have a
homepage that you'd hate to lose, if you put www.GodLovesEveryone.org in
as your homepage, then each time you start your browser, you'll be
making my page more popular in the ratings. Of course, you are welcome
to do that with whatever page you want to help the most, but you can
still visit other pages like mine once in awhile to help our popularity.
