While I do not know what Professor Dr. John Algeo means by Reincarnation being the "Untrue Fact", I venture to offer the following explanation based on speculation.

It is based on the works of the late Mr. J. Krishnamurti as told to me by my late father. I am unable to provide references from Krishnaji's works. I will welcome other views on the point, including that of Dr. John Algeo.

To many of us reincarnation is a second hand piece of information. In other words we believe in it on the authority of another. If we start with the premise that in knowing spiritual truth there is no authority, then what my father said that, according to Krishnaji, repetition of a truth is a lie.
Thus, to many of us, reincarnation does not have the vitality of a truth to transform us.

I remember to have read in books of Krishnaji that if people considered reincarnation to be a fact, then it should have a radical effect on their conduct. They would not behave as many do.

Thus, put it in different words, I think, that even though reincarnation is a fact, it does not have the transforming effect of a truth on us. If we see a snake, we run away from it to protect ourselves. Not many of us see that wrong means will have wrong ends, if not in this incarnation, then in a latter one. In other words, with our level of perception of truth, reincarnation seems untrue, even though those highly evolved see it as a fact and conduct themselves in good ways.
