I am doing this from memory so be aware of that.
The assertion by Jinarajadasa is not found in the
original edition of THE ASTRAL PLANE or any of the reprints
of this original edition for the next 3 or 4 decades.
But in 1933 TPH Adyar issued
the 1st Adyar ed. rev. and enlarged.

It is in this Adyar edition and subsequent reprints
of this edition that C. Jinarajadasa wrote an
introduction where the assertion is made.
When you refer to the "Manuals pertinnent" that Leadbeater
and Besant wrote and published in the 1890s (I assume
that is what you are referring to!!), Ernest
Wood had nothing to do with them since he was not involved
in Theosophy at that point of time (this also from my
unconfirmed memory).
