Wrong. The German government f.e. closes websites world-wide of German
owners in the German language and which are politically not correct
("racism", writing about the air raids on Dresden or such crimes), no
matter were the server is located.
Also emails are checked systematically. There is a new act since Jan 01,
2004 in Germany that all email providers with more than 1,000 customers must
save every email coming in and out for three years, check them for forbidden
contents and if so they must forward them to the authorities for further
action. This costs the providers many millions and they get rid off it by
charging the internet surfers with extra fees. That means that the victims
have to pay Big Brother for their own suppression. Lenin would rofl.

The point I am making is that there is no "controlling body". As long
as the website isn't based in a given country, there is nothing that
country can do.
