I'm speclating that "conditional
reality" might alternately be
interpreted as being full of
conditionality while it might also be
interpreted as "empty" in the sense
that, aside from the various
"conditions"
(dualistic/interpretive/karmic aspects
and appearances) there isn't anything
there in "conditional reality" that's
Intrinsicly Real or Permanent (though
people in general might often tend to
read "reality/permanence" into
essentially conditional/mayavic things).
Apparently (I'm starting to suspect ...)
people in general might have to
"directly experience" some sort of
"Realer" reality before they might come
around to admitting that such a thing
exists in contrast to the "emptiness" of
"conditional reality."
