I don't understand your comment. Gore won the popular vote but due 
to our arcane system for counting votes, Bush won the electoral 
vote. The electoral college system is slightly perverse but totally 
legal. However, a BBC documentary suggested that there were 
shenanigans in Florida (a state controlled by his brother) which were 
indispensable for putting Bush in power. Had it not been for that, 
all the electoral votes from Florida which went to Bush would have 
gone to Gore instead. In the end it was the supreme court, most of 
whom were appointed by Bush's father, in December 2000 which sealed 
the deal.

It is fairly certain that the elected President, had he been 
installed in office, would not have invaded Iraq, set the stage foe 
economic ruin with massive budget deficits, or displayed the 
asonishing corruption that seems tobe a hallmark of the current 
administration.
