This is clearly a reference to the fact that the anahat chakra, while
not the heart itself, is located in the vicinity of the heart.

This is a refence to the ajna chakra.

Ancient texts correlate specific sidhis to grades of attainment.
This is saying that bringing the kundalini to ajna gives the power of
levitation. This is because of the udana vayu being asociated
traditionally with the superior chakras and also with levitation.

It is true that kundalini arousal can be dangerous and it is true
that it is thought to be "electro-spiritual" The reference to it
as "a creative power" is an alluiusion to the fact that all
creativity comes from the bringing together of masculine and feminine
principles (spirit and primordial cosmic matter, the androgynous
polarities of the fifth principle, which are separated in the fourth
principle, etc.)

Kundalini

This is a reference to the fact that kundalini is represented
symbolically as a serpent coiled three and a half times around a
staff. This causes the serent symbol to intersect with the staff
(which representes the spinal column) seven times, or once for each
of the seven chakras.
