This is a reference to the fact that kundalini, which at its source
is sexual energy, is transmuted as it ascends the chakras
and "nourishes" the highest chakras, thereby "awakening the higher
polarity."

Years ago I read a book ny Karel Werner (cannot remember the title)
in which he descrived the precept peoscribing inappropriate sexual
activity. His comments were a synopsis of what ancient commentators
have said. In effect, sex is not a generator of bad karma so long as
it is consensual, but the kicker is that the consenting partner must
be competent to give consent. Someone who is feeble minded, mentally
ill, underaged, married, betrothed, or incapacitated by drugs or
alcohol is not competent to give sonsent and sex with such a person
is therefore a form of rape. Sex with a non consenting partner (i.e.
an explicit act of rape) is also bad karma. Other scenarios do not
violate the precept. Monks supposedly practice celibacy to eliminate
any chance of violating the precept, but nobody really believed monks
are delibate. Proclaiming oneself to be a celibate priest and then
atteniding orgies at the bishop's palace, which takes place in this
country, violates the precept against lying, but it is the dishonesty
and not the sex which is the problem here. Leadbeater therefore
violated this precept by pretending to be celibate and violated the
precept against inappropriate sex by assaulting children.
Miss Leonard violated the precept by having an affaur with a married
man (Mohini) but she could easily have sought an appropriate outlet
somewhere else. Leaving Mohini alone would not have condemned her to
a life of sterile frustration.
There is also an issue for those who practice certain systems of
esoteric development and that is that kundalini is sexual energy. It
is said to be transmuted as it ascends the chakras, but immoderate
sexual activity of the usual sort can deplete the energy and leave
not enough for occult purposes. Some yogis deal with this by
restricting sexual activity as much as possible, and others by using
special practices with their partners so that the energy is not
dissipated. It is highly questionable whether this need concern
anyone who is not engaged in practical work using the energy, which
is quite real as any yogi can tell you. When one works with it
internally it is experienced as intense heat and not as sexual energy
at all unless it is concentrated in the lower chakras for some reason.
