It has been said that correct sistematic and consistent
meditation is the key. But which technique? There seem to be so
many, and some do not appear true and sincere. How does one find
a true teacher, or does he or she just appear when one is ready?

Excellent questions. Choose any method that appeals to you. Earnestness is the key. The longing for truth is the important part not the exact action. This will undoubtedly put forces in motion that will bring you what you need. When enough purification of the mind and emotions has taken place the Self will reveal itself to you in the form of a human guru.
The only caution I would give in the beginning is to avoid techiniques that place emphasis on concentrating on chakras (energy centers) or particular breathing techniques. Those meditations really do require proper instruction from a teacher who can monitor your progress/take care of problems that arise.
