When he was ambassador to the Court of Saint James, Kennedy counseled Roosevelt not to back Britain in the belief that (1) the British could not stand up to Hitler, and (2) the US, which at the time had an army smaller than that of Hungary, could not either. His assessment was wrong on both counts, but he was motivated by national interest, and not by pro-Nazi sentiment. His anti-Britiish stand may have been partially motivated by the historical treatment of the Irish by Britain.
