According to my own knowledge (and no sources are to be assumed), the 
articles were chosen for both being representative of the period in 
which Blavatsky was writing, and their relevance to today. When I was in 
charge of the members' program at the New York Lodge, I suggested, had 
approved, and implemented a policy for a couple of years of having all 
members' lectures use one of the articles in that book as a starting 
point. It was very successful (although attempts by my successors to do 
similar things with other works have not been as successful).
